BEREC and Net Neutrality

Does anyone know how the BEREC guidelines (here) will affect Plusnet's traffic management?
Network management is generally seen as a good thing but I don't know where the line is between prioritising sensitive traffic and favouring certain providers.
The Reg is reporting that even child abuse blocks will need to be lifted. Possibly a little scaremongering...

I thought the concept of rated traffic was that the ISP got to cash in by allowing some apps to work faster/better.....
