More difficult in this case. You would normally say the customer but PlusNet are operating in a very cost competitive market and if they put their prices up they could just lose a lot of customers.

I am talking about price rises after a fine, such as the 2009 data protection breach. I was there, I remember it well.

Of course. The same people(*) who would pay if certain well known corporations were forced to pay what the greater public considers 'reasonable levels' of corporation tax.

Companies are just conduits for money. You can't tax them or fine them. All you can do adjust their cash flow and they employ people to ensure (as far as is possible) that cash flow is suitable positive.

(*)By order of preference: Customers, Staff, Owners

They did this to me, debiting me for a number of months after I migrated, after contacting them they refunded - but not immediately, something like 14 days(IIRC?).

Reps don't often post here these days and even if one did what could they say? Unlikely they would try and argue it wasn't true. Not sure what comment they could sensibly make - and their legal counsel may well prefer they made no comment.
