Despite changing IP address, I still see the same 'old' Provider information, so presumably Plusnet have blocks of IP addresses that have not been changed.

A range of IP addresses is called a "netblock" and given the fact that IP addresses have now run out, organisations move netblocks around. Organisations may not update RIPE very often!
Plusnet is one of many companies owned by BT plc, so they can move IP address blocks between the providers, for fixed line they have BT Broadband, EE broadband and Plusnet broadband. For mobile, BT own EE mobile which in the past consisted of Orange and T-mobile.
Not all speed test sites update their information from RIPE at the same time.
Summary - don't worry about it, it does not affect your connection at all. It is an admin overhead.
