activating line charge

My property used to have a BT line and there is still a socket in the house, and there is a dial tone. Obviously it wont let you dial any numbers.

Would sky charge me if I ordered phone/broadband on this number, as the line is sort of still active ?

PS: Tried to ask this in sky forums, told to register, said I wasn't a sky customer. Got sent round in a loop asking me to confirm subscriber number?? Got fed up! Tried to email them from website, same thing happened!

Dial 17070 to get the number if you don't already know it, then you can imput this number into the sky checker,
