Not just Sky Fibre - Sky ADSL which usually runs at around 11mb is doing about 3.1mb for the last 8 hours. I'm in Derby. Has Sky got some bigger problem?

It seems to have returned back to normal for me now but I have a bad feeling by this afternoon things will start to slow down again.
I know there will be some latency and speed loss when transferring files across the globe but 40KB/s from a USA based CNET server is not on. It was the same when downloading a file from Microsoft's website.
Edit: Just checked a file from microsoft.com and its downloading at 13mbps and not my usual 24mbps. Something is wrong here.

VLC installer , all over the place. What speeds do you get if you download it?
Who knows what is causing this, I thought that Sky just got done upgrading exchange backhaul capacity becuase of degraded throughput at peak times but it seems like they need to add some more yet again now with so many people moving over to fibre based products.
