Actual speed vs Line speed query

Does Sky profile their LLU lines like BT do to limit maximum speeds relative to actual line speeds?

I'm trying to help a relative resolve a mysterious file download speed and poor speedtest.net results issue.

Synch speeds are profiled, but throughput is always ~80% of synch speed unless there is exchange congestion (uncommon on Sky).

ah, that explains what my relative has been witnessing since last year when they were migrated from o2 LLU connection last year.

Same is true for all ISPs due to overheads, you will never get all of the current synch speed in throughput speed.

About 85% with my old O2 connection and the new Utility Warehouse connection (TalkTalk). Cab is about 30 metres away and the exchange is about 500 metres from the cab.

Was Eclipse Home Option 1, VM 2Mb & O2 Standard
Now Utility Warehouse (up to 16mbps) via Talk Talk
