Possible congetion Issue

Hi
Would anyone be able to advise on wether this is congestion or not?
I have been noticing falling speeds for the last couple of months and the single thread download has been getting lower and lower.
Even the multi thread download is starting to get lower over time.

What is the predicted speed for your line given by sky at https://secure.sky.com/my-broadband/ ?

I've got this issue as well did you ever get it fixed? if so how?

My sky router shows that i'm getting full speed but i'm not getting that on any of my devices which are all on lan so not a wi-fi issue. Really noticable downloading anything when you get 2.5mbps instead of more like 4mbps speeds.
