Is this part of the general ISP software or something customised? Why force an IP change? I thought that only occured when the connection was dropped?

Standard dhcp lease time of 1 day. Sky don't tend to use ppp so look into standard dhcp.

No, not really.
A standard renew time of 24 hours would normally result in a new IP every 12 hours, if I have read up correctly.

A static IP was only available on the now discontinued Sky Fibre Unlimited Pro package.
It's not available on the Sky Fibre Max package that replaced the Pro package.

Still on the same IP as of 3.18 on 12/12, so it's not a 24 hour thing. 
DHCP renewing doesn't mean it changes, it means the "lease" is "renewed" for the next time period. If the server is set to lease addresses for 3 days duration, at 1.5 days your PC/router will attempt to renew the address.
