think this charge also applies if you move broadband by a cease and re-provide rather than migration.
This almost happened to me inadvertently.
I moved to Sky ADSL just over a year ago and scrupulously followed the Gaining Provider Led (gpl) migration. Post Office landline got notified but Eclipse (ADSL broadband) claim they didn't so when I was live with Sky, Eclipse started a cease which included that fee. I wasn't having that. It's not up to a consumer to get the system to work, plus they were incorrectly charging VAT on a cessation of service charge. I asked for a deadlock letter to start the countdown for escalating to arbitration. They then decided to waive all charges as goodwill. Wasn't impressed after being a customer 13 years ... rant over.
