You are thinking inside and out radially, but I am sure the question is meant axially.

Surely it’s the connectorised cable left coiled at the house wall ( so probably already ran through the newly extended duct and plugged into the footway box CBT ) waiting for the second stage installer to fit a CSP , cut this cable to length and introduce it into the CSP etc as well running another ‘internal’ cable to the ONT position inside the property to finish the installation

And in this case the reality might be an outside - in cable.

Now that makes sense as there was some connector type symbols on the pathway near a footway box.

Well that was my guess too.
