Fluctuating broadband speeds

Hi everyone,

Ive been having trouble with my virgin media broadband ever since it got upgraded to 60mb a few weeks ago. A super hub was installed and there have been fluctuating speeds, very rarely anywhere near 60mb and as low as 1mb. Noise blocker has been fitted to my setup and downstream and upstream power levels are within good working limits. Speed tests were conducted via ethernet with router in modem mode. Any ideas what the problem could be?
I also conducted the think broadband quality monitor. Can anyone explain the results? Link is below

Any help would be much appreciated.

Probably congestion on the cable segment you are using.

The way cable works means it it gives more jitter than ADSL products, but the large amounts of blue and yellow suggest either you are doing a lot with your connection or others in the area are doing a lot i.e. network is busy
