Packet loss and poor speed

Anyone any ideas regarding this packet loss? BQM This is on a Eclipse business ADSL. It is running a TP-Link ADSL modem connected via ethernet to an Apple Airport Extreme (connects via pppoe). All fine until recently and no equipment changed here. Speed is usually about 15Mbps down, but is now in the 1-2Mbps range. OR speed test shows a 17Mbps profile. Upload has not changed (1Mbps).

Plusnet Unlimited Fibre @ 75Mbps

Turns out this is what happens when a TP-Link TD-8816 dies (about 5% packet loss for about a week then total packet loss/failure). Replaced and back to normal again.
