BQM graph for VM Hub 3.0 in modem mode is a sea of yellow

Vivid 100 with Hub 3.0 in modem mode connected to a Draytek 2760

Is this what is expected from Hub 3.0, either in modem mode or in router mode?
Although I get a rock-solid 110 Mbps down / 6.03 Mbps up
latency varies from 22.5 ms to 24 ms
jitter down is 0.2 to 0.35 ms, and
jitter up is 1.5 to 2.25 ms
today, according to SamKnows' WhiteBox.

Looks worse than usual but pretty sure the Intel puma issue is part of it
