Any advise on my graph

Hi, so I'm having problems with TalkTalk and congestion at peak times. Speeds drop to way less than half. This only happens at peak times. Does this graph look normal to you guys? There hasn't been much, if any internet usage on it, but it has yellow spikes all the time.

No real sign of congestion,
