Should my download speeds be better?

[link to this post]

Upgraded to Max on 5th May. Line has remained totally stable at 8128/448 since day one, no dropped connections or re-synchs at all. BT said I should be able to receive up to 6.5 Mbps. I live about 1 Km from the exchange.

Line stats are downstream attenuation 25dB / noise margin 10-12dB (Netgear DG 834). Max download recorded (BT speed test) 1980 kbps, confirmed by other download testers, including tests done in the 'wee small hours'

I have used 3 diferent routers and three different PC's, all with the same results.

I entered a dialogue with BT tech support via e-mail over 3 weeks ago (I thought I would avoid phoning due to all the negative feedback in these forums) but the results seem to be the same. The last response took 6 days to arrive. No-one seems to address the technical issues, assuring me that this is maximum my line can support.
Is this true or should or should I expect better download speeds at least some of the time?

Thanks,
Bob

Thanks. Tried that one (and some others) over the past few weeks. None have shown a speed above 2000kbps.
