Line Stats - Advice Pls

Hi folks, I just moved into a new place which has BT Broadband locked at 1MB down (but in an area where you can get 8MB I understand). My flatmate had "problems" with the connection apparently, but having had a look at his PC I've never seen anything so chock full of spyware, viruses and other rubbish so I suspect it might actually have been a problem at his end....

I'm going to try to convince him to go for 8MB again (after cleaning up his machine - well no, I'm going to nuke it and install Ubuntu - it's only used for chat and web-browsing) but I wondered whether people could tell me what these line stats look like - good or bad? I'm trying to determine whether the problem might actually be the line as well as his machine :\

Noise Margin (db) up 25.0
Output power (dbm) 18.8 down
Output power (dbm) 11.2 up
Attenuation (db) 46.0 down
Attenuation (db) 31.5 up

Let me know if I can provide any further figures

Yes it is right to be locked at 1MB as it is 1dB outside of the threshold for fixed 2MB speeds. He can expect to get about 4.5MB sync but throughput that depends on many many other factors.

But he will NOT get 8MB.

the line stats look fine. if he upgrades to total broadband he should see increased speeds. he might not get 8mbit but he might get 4 or 6 for example.
