Looks like you have a problem similar to mine. On a rural market1 exchange.
getting 284K down on SNR 18 with Attenuation 37. Believe 18 is max BT will allow.
Like you asked for reset ISP reluctant to do. Wants to arrange engineer visit.
Added Filter Plate, tested from NTE5 socket. No difference to stats.
ISP saying caused by noise on line. Quiet Line test has revealed nothing.
Do you have any sync problems in logs.
It is frustrating as always upto you to be pro active.ISP just sit on hands and pocket money.

dialled 17070 Option 2 to check if there is any noise.
www.speedtester.bt.com to check connection speeds and stats.
www.bt.com for line check to see if there is a fault
Just as an aside have you experience any Website Time out Problems?
