DS Attainable rate: 46360 and Actual (sync) 46360 >>>> Suggests that your speedtests are reasonable for the 46Mbps sync. Yes they are under the estimate but estimates really are just an educated guess and if there is more noise or lighter gauge wires it is easy to come in slightly under.
US Attainable rate: 13701 and Actual (sync) 13935 with previous Actual of 15023 >>>> Suggests that the speedtest readings of 9.x Mbps are well under what you should be achieving. A 13.7 sync should give somewhere in the 12 to 12.5 Mbps region which is over 30% greater than you are seeing.
You need to confirm by doing tests at various times on TBB, sppedtest.net and Visualware.com and recording the EXACT values to 2 decimal places. then when you have a 20 sets of results start to compare all of those from the same test. Are they almost exactly the same? And if you could borrow a PC and run Task Manager to look at the UPstream graph - is it almost flat or is the a good amount of ripple. Generally; flat suggests a cap somewhere, but ripple indicates that it is the line characteristics.
