Suggests free since 1st April 2012 from Openreach, but of course nothing to stop a wholesale provider adding their own charge for the operation if they want.

That price list is for SMPF.

Are you saying that WBC is provisioned via Openreach SMPF?

Yes it has to be to allow you the freedom to choose a wlr provider
