At approx 49 houses to the postcode 2.56% is one house!
As I don't think FTTP is live in Chester South yet for anyone, so you may not be the unlucky one. Keep an eye out for FTTP publicity and check the Wholesale checker regularly. You could use the Postcode checker as well as this 'may' tell you when the FTTP goes live in the postcode, I suspect at present this will show no availability. The other postcode is FTTC which is live.

Could be some oddities because the border between England and Wales runs right through the middle of this area/street. Depending on how the town was built you could have people on different cabinets all over the place. From Google streetview, there appears to be some BT cabinets right on the corner, where the border runs.
