If it's wired it looks from that as though your ISP is congested. If wireless, that could be the cause and wired would be faster.
The IP Profile is the extra info. That determines the actual maximum speed, and you shouldn't be getting only 76% of that.
What are the stats though on ADSL2? You forgot to post those

Just a bit more detail:
- the connection speed and other stats show us the state of the connection between you and the exchange;
- the IP Profile, explained here except you are on a newer version, so instead of the table and wait times yours is always around 88% of connection speed, determines the actual maximum download and upload speeds;
- wireless speeds are almost always lower than wired, sometimes considerably.
