There may be no phone using it, but the line rental will be being charged.

That's assuming you are taking about the retail (residential and business) Openreach FTTC/FTTP products.

My broadband basic info/help site - www.robertos.me.uk | Domains,site and mail hosting - Tsohost.
Connection - Plusnet UnLim Fibre (FTTC). Sync ~ 58.7/14.6Mbps @ 600m. - BQM

Talking about Openreach residential FTTP provided by AAISP - maybe it's charged to the ISP but in this case the user is not paying any line rental.
