As Andrew has basically stated, this is fairly normal
Orders of this nature go in as a Bronze addresses, this being that BT basically have little or no knowledge of awareness. Your voice provider places the order, which then goes to BT planning, who will then sit on the order for a short while, thus checking the address (either via Royal Mail or actually visiting the location in a van).
The address then gets moved to Gold status and off you go.
I'm not really sure why Openreach is engaging with you directly though.
