Maybe the shrubbery was feeding off the electricity in the phone line. Perhaps this will fix it.

Did BT charge the neighbour for his handiwork?

I don't think they charged but I was none too happy because I lost my line completely for 4 days. If the electricity was leaking then the neighbour was lucky not to get himself electrocuted. However it is only 240v on that pole, he is so thick-skinned he probably wouldn't have noticed it.
