There cabinet is not full and a number check on pcp23 showed availability.

What about the result shown on the image I posted?
I've tried a number of properties in a few postcodes served by that cab and all giving the same result.
Why would that be if, as you believe, there is not a capacity issue?
Are you sure you have the correct exchange, Liverpool Stanley?

0151 in the OP was the giveaway.
Cant provide anymore info right now. Possibly a large data integrity issue, not unheard of. The OP's circumstances around the original installation may just be making it harder unfathom

0151 is a BT line, correct? Would appreciate if you can shed some light, when you can. Also, please help explain my circumstances around the original installation. Was it not a standard installation? Thank you in advance.

Tried checking dslchecker.bt.com and got the following.
1. Check with address and postcode: (Cab 22)
Address/Postcode result
2. Check with landline: (Cab 23)
Landline Result
Until 8 August 2017, the address/postcode checker showed similar status, save for different cabinet.

Not necessarily. 0151 just denotes it as being Liverpool, but it may not be BT. We changed from BT to Zen for our landline provider but the number didn't change.
My line (not necessarily the line referred to in this post, if any):

You have the same issue a neighbour of mine has.
Records think you're connected to a different cab than you are, as a result, the phone number check brings back no results for fibre speeds regardless of the cab being at capacith or not.
Basically the system thinks you're Distribution Point (DP) is connected to a different cabinet than you are and as such, it'll default on the Openreach checker to say you're too far away.
That will need sorted first and foremost.
You can contact Openreach through their site for issues such as this, but I'd also escalate it with your ISP too for then to pressure Openreach.
As for the waiting list issue, WH reckons there shouldn't be one, perhaps you can question Openreach on thos when you raise the issue described above.
