Router has been run from multiple different sockets with the same outcome, even off a UPS which should prevent any power issues.

No plugs get hot, plugs directly into a wall socket, the routers matched PSU's were used each time.

Not near central heating timers or anything like that, or near any other electrical devices.

I suspect mains wiring / the sockets, either external power or internal. It seems unlikely to be every router, and I doubt it's the telephone line itself. Plenty of people have very poor lines, e.g. someone with a very visible line fault, and during the fault investigation the routers are not self-rebooting continuously.
