It all revolves around the use of 'need' or more precisely 'won't need'. You don't need
to use Ethernet to configure a router, but you could do if you want
It is a necessary condition but not a sufficient condition.
A router is configurable w/out using Ethernet but to be certain of configuring it you need to use something else, usually wireless.
