Openreach's exchange-based approach to announcements is very frustrating to those of us who are connected to an enabled exchange through a cabinet that is not.
My exchange was enabled early 2010, but only 40% of cabinets were upgraded. Openreach has recently revisited the town and begun installing additional VDSL2 cabinets.
The problem is that BT Retail (and other ISPs) have no visibility of this until an in-fill cabinet suddenly goes live; the checkers don't report any predicted availability whatsoever for these new cabinets.
As a result residents are left guessing about when they'll be able to order. Some have seen the new cabinet and attempted to order only to be told that their are "no plans in the next six months" to enable their line.
Those who don't understand the divisions within BT believe that message and give-up. No wonder take-up is low!

Why do they put dates on the the Future Exchanges - it just leads to disappointment and an appearance of BT no knowing what they are doing. I have now seen at least 3 sets of quarterly slips on a quarterly basis.
6 months ago I thought I might be seeing a speed increase in September - now I do not know when - given that Virgin Media is outside my door I may get to start balancing what service Virgin can give me today compared to BT's ephemeral offering at some point in the future.

Says Headington, Oxford is accepting orders but BT Wholesale checker still says not until Sep 1st.

My exchange is still Sept 30st... I reckon it'll be much sooner seeing as 12+ cabinets are installed and powered up.
Take those PDF files as a rough guestimate only.

Bizarrely, seems they have updated the checker since this morning, so finally I have placed my order with IDNet.

It looks like we (Helston) will be the only non-upgraded exchange in the west of Cornwall - still, given the joys of the recent ADSL2+ 'improvements' I'm not sure I'm bothered...

yes - the BT checker for our line has changed from "not due to be rolled out in the next 6 months" to "Sorry, you're not currently able to get BT Infinity. This may be because your area has not been enabled yet, or your individual line does not support super-fast broadband."
Openreach still saying Dec-11.

because it gives hope - but only until you look at the list 3 months later and see the date has slipped out another 3 months. After looking at the list for 6 months and seeing another slip the list appears to be a lie to cover up a lack of control.

Hmm my exchange (MRKNU) has an RFS date of the 1st September, yet BT say it's available now, does the RFS date mean the earliest install date in this case?

Well still nothing more for west berkshire exchanges, 2nd and 3rd largest are due to be done by sep 11th and dec 11th hopefully once they are done the next exchanges will be announced.
