to be fair on a good quality isp and backbone ping variations more than 1-2ms shouldnt be happening.

Pings to where though? He said it varied from 21 to 30, to what? Whatever is responding will always vary in time dependant on other factors.

Res broadband is not an assured service with ping SLA's smile

Nonsense.

Your ping can vary rather significantly based on local factors (ie someone using the connection), conditions in the local exchange or area, conditions on the wider internet and any issues at the other end (for example pinging a website that is being DDOS'ed or is experiencing other problems)
