Might the inability to get an upper tone range on the upstream - due to poor line quality and distance - also be why the upstream has the limit of 6Mbps out of the available 10 which it got very close to on the 8c profile?
Yes. That drop suggests that, where the bandplan change has "stolen" frequencies (around 3-3.75MHz) for use in downstream, your modem has successfully reused them for downstream bandwidth, but where the 17a profile has added frequencies to the upstream (above 8.5MHz), the modem has not been able to use them (or not enough of them, anyway).
