In the leaked document, 'deployed' doesn't mean deployed. It means that the postcode+cabinet combination is included in the plans... and might be deployed, or might be many months away.
The postcode checker also seems to give the wrong impression - it seems that it doesn't know about dates, so confirms availability even when not available. Using the phone number gives an accurate prediction, but that only works if you have a BT-based line.
IIRC, Skipton is a way off being due. At an exchange-level, it isn't listed in the "accepting orders" list on the
Openreach Where+When site
