does this mean only certain % of people on these cabs will get fibre?

You've missed out the important bits . The post codes!

It is the percentage of lines at the relevant postcode that are served by that cabinet. When searching by postcode you need to make sure you Find all, not just Find. The total of the entries for the postcode, if there is more than one entry, normally add up to 99%. It seems all the percentages are rounded down.

You also need to be slightly wary of which checker you use if not using the raw spreadsheets, as at least one checker doesn't list the non-scheduled and exchange-only lines for the postcode. So the total can be less than 99%.

Yes, that's fine. (I was slightly misreading the data you gave before. Added up the wrong numbers ).

Total 99%, and no more entries. So that is "All lines". Phase 8b whenever that is.
