FTTC checker says downstream 0.1 Mbps?

I would like to order fttc broadband but when I put my number into the bt broadband checker it says that both the downstream and upsteam speeds are 0.1 Mbps so I cannot place an order.

My next door neighbour has already got BT Infinity. At the time he placed his order (over a year ago) he was quoted speeds of 24.9 Mbps downstream but now if he puts his number into the checker he gets the same as me - 0.1 Mbps. (His broadband continues to work fine with actual speeds 35-40 Mbps).

We are both connected to the same cabinet according to the bt broadband checker so does this mean there is something wrong with the checker results or is the cabinet at full capacity and no new orders can be accepted?
