How many lines does the PCP service?

Yeah, that's part of the question. I'm not sure how many FTTC cabs it would take to service a substantial POTS cab.

the CIR of the Openreach fibre connection is 20M or sync speed on the 40M product, are they slowing below that ?

That covers the Openreach segment only, the congestion will be on the CP network.

The old cabs (large cast iron type) had a max of 1600, if 200 pair crimp verticals were used.

A large modern type, is about 1800 if the (yuck) French version of Krone connectors are used (can't remember their name, but they're rubbish).
