Binfield Heath - Resident's FTTC at SCP?

I was just looking at the newsletter from the village of Binfield Heath, on their quest for broadband.

They're getting 2 cabinets installed for £56,000

But from the project map, the two cabinets are actually secondaries - and there was something of a discussion on the TBB news thread (that I must have missed at the time).

Is this the first time that FTTC has been deployed at secondaries? Is it a principle being relaxed in general? Or just because a residents group is paying extra?

Not seen SCP's done before, the news item seemed to say that this was only being done because the locals are paying for it.

As someone who worked in Binfield Heath many times, it can't come soon enough.
