I think it is the TR069 operating each time you connect from a router bootup. (Mine even seems to fail to complete, until after a few minutes I do a manual disconnect/connect). It worked OK with my Buffalo, but that died.
Support said I could go to Member Centre >> Connection Settings >> Automatic hardware setup, and disable it. The only problem is that it won't do that either for me - I expect it is whatever the failure to complete is about.
