I used Google to guess a couple of addresses in Carnkie, and they are indeed served by PCP3 (the addresses I plonked my pin randomly in were in the Roselind Estate - and it's not FTTC enabled, and hasn't got an availability date.
BUT what I really should have simply linked you to in the first place is this:
BT address/cab checker
Put your exact address into there and it'll tell you which PCP (cabinet) you're connected to. I know it says in the URL that it's a DSL checker but it does show FTTC too, where available. If it doesn't show it, then unfortunately it's not (officially) planned yet. But if you haven't already, just post a message asking someone who works for an ISP to check whether your cab is on a latest BT "planned" spreadsheet or not, they're allowed to tell you, at least via a PM. There is a slight possibility it'll give you a glimmer of hope.
