I live about 1.1 miles by from the closest FTTC enabled cabinet by road of which the telephone line runs along, I currently have 3mbps download and 0.3mbps ul and I was wondering if it was worth me buying a fibre package and what kind of speed i would expect.

Seems to have the right number of digits to me? And incredibly lucky to get the 123456 number in that area code - but even better would have been to be in the 01234 area code with the number 567890 - that truly would be the golden number.
EDIT : Just googled the 01234 567890 number and it seems some people have had that come up on caller ID from spam callers.

I was going by the area code being 01670 and expecting seven digits to follow it.
There is no 0167 area code so I was right in the first respect. However The correct way to write telephone numbers beginning 01670 is in the format 01670 xxxxxx
The local number (the part of the number after the dialling code) is 6 digits long. So you are correct.

I was going by the area code being 01670 and expecting seven digits to follow it.
That would be longer than any UK phone number. They are all either:
02x xxxx xxxx
011x xxx xxxx
01x1 xxx xxxx
01xxx xxxxxx
With a small remnant of six-digit area codes and five-digit local codes.
