I checked the status of my bt cabinet: Exchange SOUTH HARROW is served by Cabinet 59.
It says:FTTC is currently not available on this cabinet due to following reasons:- We are in ongoing discussion with the relevant authority about the location of your cabinet.
What does it mean? Can anyone please get more details!

It will probably be part of the BDUK additions to the Openreach commercial rollout. Have a look on your local council's website, and if nothing there you will have to contact them.

however - BDUK seems to be about remote/rural areas.. Harrow is part of Greater London with bunch of people leaving there (almost as dense as central London).

BT applied for planning permission for the cabinet, probably more than once, and the council have rejected it.
You are stuffed for the foreseeable. A fair few of these in Richmond and other areas where property prices are high and the mighty NIMBY reigns.

Generally planning permission is not required except in conservation areas. Is yours?
If so, Openreach will have tried 2-3 times, then moved on to other areas in order to achieve their committed national rollout, then perhaps try again later.
So it looks as though asking the council is your only option. I warn you, the internal latency of councils is infernal.
