If actually ordering a proper FTTP service, i.e. where new fibre optic cable is installed into the home, then yes the Openreach ONT is needed to convert the fibre optic into Ethernet. The Home Hub 5 only has ADSL2+ modem, VDSL2+ modem and Ethernet WAN interfaces, it is has no fibre optic cable interface.
