Cabinet full

How do you go about finding out if BT will add more capacity to my cabinet. I cant order Fibre now because its become full.
Roadworks.org did show that BT would be working on the cabinet between the 5 and 7th of this month with small excavation work but no one showed up

Full as in all the line cards are populated and no more can be fitted in?

OR

Full as in space for another line card, and just needs the team that adds them to pay a visit (busy travelling around doing this)

OR

The copper tie pairs need an extra 50 or 100 lines added.

When the cab I'm connected to was full (extra tie-ins were required) there was an availability date in the BT Wholesale checker with a note underneath explaining the issue.
