It looks like York is getting a divorce from North Yorkshire, at least as far as broadband goes, and is hopping into bed with West Yorkshire instead.

This "combined authority" are making plans for the SEP project (BDUK tranche 2), and indicate that they've been earmarked with £6.9m for the project. Not bad, given that the phase 1 project seems to be already targeting 97% (for West Yorkshire) and 96% (for the city of York).
One interesting snippet is that they seem to believe that other authorities won't be able to meet their "match-funding" targets, and will have to refuse some of the central funding. To that end, they've already ear-marked £9m for match-funding - so seem to expect to be able to get extra money out of the government.
That implies there may be up to £18m in subsidies available for West Yorkshire & York... to cover a final 3-4%
