Electricians aren't known for their telephony or networking knowledge.

Do you have anything plugged into the downstairs socket?

Is the downstairs socket a new SSFP ?

Can you try the router in the test socket downstairs and grab the stats to see if the noise margin improves with all the extension wiring removed, please?
