Secret cab installation plan!

I've been watching http://www.superfast-openreach.co.uk/where-and-when/ and Wiltshire online for plans to upgrade our exchange (Mere). Both indicate it hasn't even reached the survey stage. Someone who has access to BT information has also confirmed that there's nothing showing on the lists of cabinets to be installed.

However roadworks.org show work starting on installing the cabinets this week! I've contacted Wiltshire online who have contacted OpenReach who have confirmed that the installation is indeed starting.
