Well that could possibly be a different post code, and the example of the one that cannot get it is an EO Line, but the info that I posted for that postcode is correct as BT sets it

Or are you referring to 2 lines going into the same address, if so then I cannot do any checks for that due to all my checks are postcode and door number based which are 1 per address, so if you had more than 1 line for that address things start to get complicated.
But if that's the case and the other line is an EO Line then it would need a PCP cabinet to be installed and then a Fibre one.
