Slow broadband - result of fibre work?

Hi all,

My broadband has become painfully slow over the last week. Work is being carried out in my area (Lennoxtown Exchange) to install fibre and I know that a new cabinet has been built next to my existing one. Is it likely that this work is having an impact on my connection? Is it worthwhile contacting my ISP in this situation?
