Exchange 'Market' designation changed?

My SIL can now switch from ADSL Max to FTTC on the CHISELBOROUGH exchange.
This exchange was a Market 1 rating which I believe made it in a high cost area.
I checked Samknows and they don't know it's FTTC enabled on their site so what I'd like to ascertain is does the arrival of FTTC [which she can get apparently according to BT Broadband availability Checker] change the exchanges Market designation and the cost area?

Not really, since markets are now A and B. All depends on which provider and what contracts they have in place with the wholesalers.

3 out of the 4 cabinets are enabled. The link is just one postcode on the exchange
