I just had strange email alerted by follow that page on dslchecker.bt.com say as following change are:
before:
If the End User wishes to migrate from their current Broadband supplier they will need to contact the Broadband supplier they want to take service from to arrange for the service to be migrated.
into:
There is currently a Broadband cease pending or in progress against this line. This cease is due to complete by 20th June 2016. This will not stop you ordering Broadband from a new supplier, but it will delay the provision of the new Broadband service.
I just had contact Plusnet that my parents has never placed an order to cease the fibre or phone line on their line. They found no records on the system or BT database about this. There is no order about cease. Plusnet say don't worry about this, take no notice of it.
My parents are now worried what happen if after June 20th that either their fibre with plusnet went ahead with cease or their phone line switched off as a cease completed. I don't want to dis-stressed them if that happen on that day!
I just hope it was BT database error on their side by BT Wholesale.

Who/Where at Plusnet? If it's showing on the checker results for more than a day I would be taking it further, until it stops appearing.
Which OR product are they on? 80/20, 40/20, 40/10, 40/2? Are they changing between two of those?

They are on 80/20 product and never request any migration, cease or change product. And they still on contract with PN until next year for both 80/20 FTTC and PN phone line. Was speaking to PN webchat yesterday.

It could show not available if the cabinet or installed cards were full.

I did put the correct phone number five out of five times to make sure it not mistype! It's still saying cease on the line for 20th June 2016. My parents are not happy about this.
