It could easily slip, but it's better than not even started.
There's a lot to do after erecting it and kitting it out. Fibre to the FTTC cabinet to be blown, links to the PCP to be made and power to be linked to are the main ones, but blocked ducts and such can make those take ages.
It sounds like if you are lucky you will get a new cabinet working at the same time as the government does
