Any Ideas what this is?

Install 10m of 1 way poly duct in Verge,Install 2m of 1 way poly duct in Footway...

This is happening down my lane, not entirely sure what it is...

Duct is usually use to carry cables, so looks like someone is wanting to put some duct in to subsequently install some form of wiring

Would be nice to see some photos

Could be for cables or mabie even drainage we would need to see the duct...

Also are there any existing (telephone) items already in the lane?

No guarantees; but it could be from a new FTTC on one side of the lane, to a PCP on the other side.
